We are dual military with a seven month old and was never counseled on a family care plan?
I am in Iraq and my husband's unit is in a Tradoc unit. However I wan t to know if the army will let me go home because my husband has several field exercises and cannot find anyone to watch our daughter.

And none of us are going to buy the 'never counseled' claim. You knew that you were required to have an FCP all along.
In fact - there is a good chance that people in you chain of command may suspect that this may be a stunt that is really an attempt to get out of your Iraq tour.

If you have dual citizenship in the US and Canada, are you entitled to Canada's free national health care?
From what I've heard, Canada has free national health care. I want this too, but it looks like the US isn't going to get it for a while yet. I'm a US citizen who's thinking of applying for dual citizenship with Canada. This would be only one of the reasons, but it is certainly the most appealing. I just want to know if I am entitled to it if I apply for dual citizenship.
You are only eligible for Canadian healthcare if you are normally resident in Canada. See below for an example from Ontario.
To gain citizenship you need to apply for permission to immigrate. You will need to have a skill or profession in demand in Canada, and pass a health and background check. Then you will have to move to Canada as a Permanent Resident and live and work there for three years. You are eligible for healthcare as a PR in residence.
Then you can apply for citizenship.
The Healthcare isn't free by the way, it is paid for through taxes, like other public services.
